Fear is spreading in Rafah after Israel said it’s about to turn its guns on the city, where many in Gaza were told to flee for safety. Israeli Prime Minister Benjamin Netanyahu has ordered his military to create a plan to evacuate civilians. NBC News’ Matt Bradley reports.
