President Biden called on Hamas to accept a new cease-fire proposal by Israel, saying “it’s time for this war to end.” Mr. Biden said Hamas is no longer capable of carrying out another large-scale terror attack on Israel. In a statement, Hamas said it views Mr. Biden’s comments “positively.” NBC News’ Kelly O’Donnell reports.
